Overview

This guide is designed for procurement officials, legal advisors, and compliance officers working in Finnish government agencies and contracting authorities. It covers the most common tasks in EU public procurement research using Pauhu.

Module 1: Searching EU Legislation

Duration: 30 minutes

Pauhu indexes over 1.6 million EUR-Lex documents including regulations, directives, decisions, and consolidated texts. You can search by natural language, CELEX number, or topic.

1.1 Natural language search

Type your question in plain language. Pauhu uses semantic search (BGE-M3 embeddings) to find relevant paragraphs, not just keyword matches.

Tip: Use specific legal concepts rather than vague terms. "Dynamic purchasing system framework agreement" returns better results than "buying things online".

1.3 Filtering by topic

Add a topic filter to narrow results to a specific policy area:

Module 2: Finding Procurement Notices on TED

Duration: 30 minutes

Pauhu indexes over 1.6 million TED (Tenders Electronic Daily) notices. You can search contract notices, award notices, and prior information notices.

Module 3: Using IATE for Legal Terminology

IATE (Inter-Active Terminology for Europe) contains over 2.4 million terms in 24 EU languages. Use it to find the correct legal term in any EU language.

Tip: When drafting procurement documents for cross-border tenders, always use terms with reliability 3 or 4 to ensure consistency with official EU terminology.

Module 4: Cross-referencing Legislation and Case Law

Duration: 30 minutes

Procurement disputes often require checking both the directive text and CJEU case law. Pauhu links EUR-Lex legislation to CURIA judgments and OEIL legislative procedures.

Can I use Pauhu search results in official procurement documents?

Pauhu search results include source URLs and CELEX numbers that link back to the official EUR-Lex and TED publications. Always cite the original source (e.g., EUR-Lex, OJ reference) in official documents, not Pauhu.

How current is the data?

EUR-Lex syncs every 4 hours on weekdays. TED syncs every 6 hours. IATE syncs daily. See Data Freshness for full details per source.

Can I search in Finnish?

Yes. All 24 EU official languages are supported. Pauhu uses cross-lingual embeddings, so a Finnish query will also find relevant results in other languages.

Is my search data private?

Search queries are processed within the EU. No query data is sent outside EU jurisdiction. See the privacy policy for details.

What is the difference between Pauhu and EUR-Lex/TED directly?

EUR-Lex and TED are the authoritative sources. Pauhu adds semantic search (find by meaning, not just keywords), cross-referencing (link legislation to case law), multilingual search (query in one language, find in all 24), and IATE terminology integration. Pauhu does not replace the official sources — it makes them easier to search.

What about national procurement law (hankintalaki)?

Pauhu indexes national transposition measures from 28 EU/EEA member states via the National Law product. Search in Finnish to find Finnish national procurement legislation.
