Approximately 3 hours for all 6 modules, or complete individual modules as needed.
Module 1: Searching EU Legislation
Duration: 30 minutes
Pauhu indexes over 1.6 million EUR-Lex documents including regulations, directives, decisions, and consolidated texts. You can search by natural language, CELEX number, or topic.
1.1 Natural language search
Type your question in plain language. Pauhu uses semantic search (BGE-M3 embeddings) to find relevant paragraphs, not just keyword matches.
# Example: Find AI Act provisions on public procurement
curl "https://staging.pauhu.eu/v1/search/eurlex?q=high-risk+artificial+intelligence+systems+public+procurement&lang=en&limit=5"
The response returns matching paragraphs with CELEX numbers, article references, and relevance scores. Each result includes the source document title and a direct link to EUR-Lex.
1.2 Search by CELEX number
If you know the CELEX number of a directive or regulation, search directly:
# Find all indexed paragraphs from the Public Procurement Directive
curl "https://staging.pauhu.eu/v1/search/eurlex?q=32014L0024&lang=en&limit=10"
CELEX number format: 3 (sector) + 2014 (year) + L (type: L=directive, R=regulation) + 0024 (number).
1.3 Filtering by topic
Add a topic filter to narrow results to a specific policy area:
# Find legislation about electronic procurement in the internal market
curl "https://staging.pauhu.eu/v1/search/eurlex?q=electronic+procurement+e-procurement&lang=en&limit=5&topic=internal+market"
Topics are based on the EuroVoc thesaurus used by all EU institutions. Common procurement-related topics include: public contract, award of contract, tendering, public works, framework agreement.
1.4 Key legislation for procurement officials
| CELEX | Title | Scope |
|---|---|---|
32014L0024 |
Directive 2014/24/EU | Public procurement (general) |
32014L0025 |
Directive 2014/25/EU | Utilities procurement |
32014L0023 |
Directive 2014/23/EU | Concession contracts |
32024R1689 |
Regulation (EU) 2024/1689 | AI Act (procurement of AI systems) |

# Find IT service procurement notices with CPV 72000000
curl "https://staging.pauhu.eu/v1/search/ted?q=72000000+information+technology&lang=en&limit=5"
2.3 Understanding TED notice types
| Notice type | Purpose | When published |
|---|---|---|
| Prior information notice (PIN) | Early announcement of planned procurement | Before tender launch |
| Contract notice (CN) | Call for tenders | When tender opens |
| Contract award notice (CAN) | Result of procurement procedure | After contract awarded |
| Modification notice | Changes to existing contract | During contract execution |
2.4 Finnish procurement thresholds (2024–2025)

Module 3: Using IATE for Legal Terminology
Duration: 20 minutes
IATE (Inter-Active Terminology for Europe) contains over 2.4 million terms in 24 EU languages. Use it to find the correct legal term in any EU language.
3.1 Term lookup
# Look up "contracting authority" in Finnish
curl "https://staging.pauhu.eu/iate/lookup?term=contracting+authority&lang=fi"
Response includes the Finnish equivalent (hankintaviranomainen), domain codes, and reliability scores.
3.2 Reliability scores
IATE terms have reliability ratings from 1 (unreliable) to 4 (very reliable):
- 4 — Very reliable: Standardised term, used in official EU legislation
- 3 — Reliable: Used in official documents, widely accepted
- 2 — Moderately reliable: Proposed or partially validated
- 1 — Minimum reliability: Unverified, use with caution
3.3 Common procurement terms (EN/FI/DE/FR)
| English | Finnish | German | French |
|---|---|---|---|
| contracting authority | hankintaviranomainen | öffentlicher Auftraggeber | pouvoir adjudicateur |
| framework agreement | puitejärjestely | Rahmenvereinbarung | accord-cadre |
| award criteria | kokonaistaloudellisen edullisuuden perusteet | Zuschlagskriterien | critères d'attribution |
| tender | tarjous | Angebot | offre |
| contracting entity | hankintayksikkö | Auftraggeber | entité adjudicatrice |
| dynamic purchasing system | dynaaminen hankintajärjestelmä | dynamisches Beschaffungssystem | système d'acquisition dynamique |
| exclusion grounds | poissulkemisperusteet | Ausschlussgründe | motifs d'exclusion |
| European Single Procurement Document | yhteinen eurooppalainen hankinta-asiakirja | Einheitliche Europäische Eigenerklärung | document unique de marché européen |
Module 4: Cross-referencing Legislation and Case Law
Duration: 30 minutes
Procurement disputes often require checking both the directive text and CJEU case law. Pauhu links EUR-Lex legislation to CURIA judgments and OEIL legislative procedures.
4.1 From legislation to case law
When you find a relevant directive article, search CURIA for interpreting judgments:
# Find CJEU judgments about abnormally low tenders (Art. 69 Dir. 2014/24/EU)
curl "https://staging.pauhu.eu/v1/search/curia?q=abnormally+low+tender+public+procurement+directive&lang=en&limit=5"
Results include ECLI identifiers, judgment dates, and the specific legal questions addressed.
4.2 From case law to legislation
If you start with a court case, find the underlying legislation:
# Find the directive provisions referenced in a judgment about selection criteria
curl "https://staging.pauhu.eu/v1/search/eurlex?q=selection+criteria+economic+operator+technical+capacity&lang=en&limit=5"
4.3 Tracking legislative procedures
Use OEIL to track where a proposal is in the legislative process:
# Check the status of the proposed procurement simplification
curl "https://staging.pauhu.eu/v1/search/oeil?q=public+procurement+simplification+below+threshold&lang=en&limit=5"
4.4 Key CJEU procurement judgments
| Case | Topic | Principle established |
|---|---|---|
| C-31/87 Beentjes | Selection vs. award criteria | Clear separation of selection and award stages |
| C-513/99 Concordia Bus | Environmental criteria | Environmental criteria allowed if linked to contract subject |
| C-324/98 Telaustria | Transparency | Transparency obligation applies even below thresholds |
| C-27/15 Pippo Pizzo | Exclusion grounds | Proportionality in application of exclusion grounds |
Module 5: Multilingual Search
Duration: 20 minutes
Pauhu uses BGE-M3 embeddings that support cross-lingual search across 24 EU official languages. You can search in Finnish and find results in German, French, or any other EU language.
5.1 Cross-lingual procurement search
# Search in Finnish, find results in all languages
curl "https://staging.pauhu.eu/v1/search/ted?q=tekoälyjärjestelmien+hankinta&lang=fi&limit=5"
# Same query in English
curl "https://staging.pauhu.eu/v1/search/ted?q=procurement+of+artificial+intelligence+systems&lang=en&limit=5"
Both queries return semantically similar results because the embedding model understands meaning across languages, not just keywords.
5.2 When to use cross-lingual search
- Market research: Find similar procurements in other EU countries to benchmark pricing and specifications
- Cross-border tenders: Check how other member states have structured similar tenders
- Terminology verification: Confirm that your Finnish procurement terms match the official translations in other languages
- Prior art: Find existing framework agreements in other countries for joint procurement possibilities
5.3 Language support per product
| Product | Languages | Notes |
|---|---|---|
| EUR-Lex | 24 | All EU official languages |
| TED | 24 | Notice language + translations |
| IATE | 24 | All EU official languages |
| CURIA | 24 | Language of the case + translations |
| National Law | 23 | Each in national language only |
Module 6: Building a Compliance Checklist
Duration: 30 minutes
This module walks through building a compliance checklist for a specific procurement. The example uses procurement of an AI system, which requires checking both traditional procurement directives and the EU AI Act.
6.1 Identify applicable legislation
- Search EUR-Lex for the relevant directives (Directive 2014/24/EU for general procurement)
- Check sector-specific rules (AI Act Regulation 2024/1689 for AI systems)
- Search for Finnish national transposition (hankintalaki 1397/2016)
# Step 1: General procurement directive
curl "https://staging.pauhu.eu/v1/search/eurlex?q=32014L0024&lang=en&limit=3"
# Step 2: AI Act requirements for procurement
curl "https://staging.pauhu.eu/v1/search/eurlex?q=high-risk+AI+system+deployer+obligations+public+authority&lang=en&limit=5"
# Step 3: Finnish national implementation
curl "https://staging.pauhu.eu/v1/search/lex?q=hankintalaki+tekoäly&lang=fi&limit=5"
6.2 Checklist: Procuring an AI system

Frequently Asked Questions
Can I use Pauhu search results in official procurement documents?
Pauhu search results include source URLs and CELEX numbers that link back to the official EUR-Lex and TED publications. Always cite the original source (e.g., EUR-Lex, OJ reference) in official documents, not Pauhu.
How current is the data?
EUR-Lex syncs every 4 hours on weekdays. TED syncs every 6 hours. IATE syncs daily. See Data Freshness for full details per source.
Can I search in Finnish?
Yes. All 24 EU official languages are supported. Pauhu uses cross-lingual embeddings, so a Finnish query will also find relevant results in other languages.
Is my search data private?
Search queries are processed within the EU. No query data is sent outside EU jurisdiction. See the privacy policy for details.
What is the difference between Pauhu and EUR-Lex/TED directly?
EUR-Lex and TED are the authoritative sources. Pauhu adds semantic search (find by meaning, not just keywords), cross-referencing (link legislation to case law), multilingual search (query in one language, find in all 24), and IATE terminology integration. Pauhu does not replace the official sources — it makes them easier to search.
What about national procurement law (hankintalaki)?
Pauhu indexes national transposition measures from 28 EU/EEA member states via the National Law product. Search in Finnish to find Finnish national procurement legislation.
